I attach a draft despatch to Hong Kong
on the proposed Trade Union Registration (Amend- ment) Bill, which was sent to us for consideration, in advance of its being referred to various inter- ested bodies in Hong Kong (the Labour Advisory Board, the UMELCO Labour Group,

2. The draft is largely based on Mr. Foggon's minute of 28 November 1969 and Sir L. Brett's minute of 10 December. Their views on clauses 4 (a), 6 (b), and 19 seem to me to neg
one another and I have accordingly not mentioned them to Hong Kong. The OLA is concerned with the effects of this legislation on ILO Conventions and I have therefore included reference to our understanding of the present situation-if nothing else it will remind Hong Kong that we do attach importance to these Conventions.
3. Mr. Foggon may wish to see this despatch before issue, and perhaps strengthen paragraph 2 (of the ILO Conventions.)
