This is a very satisfactory reply from Hong Kong and I think we should accept it. explanation offered there is, I think, no need to press our objections on Clause 13.

As regards paragraph 3 of the Saving Despatch of 17 June, the amendment proposed is one which I wholly approve and which I overlooked in

examining the draft Bill. The provision which permits the picketing of a person's private

residence is still, surprisingly, a part of our UK trade union law but I have recommended its deletion wherever it is to be found abroad.
