Mr. Godber has received a letter from a Mr. England, Deputy Director of the Department of Extra- Mural Studies at the University of Hong Kong, urging that certain amendments proposed by the Bill should not be allowed to become law.

The amendments in question are:-
Clause 12(c)
23 & 24
persons convicted of crime not to be officers of a trade union.
Picketing.
Clause 12(c) was originally queried in our Saving Despatch No. 59 of 10 February and subsequnetly the revised clause contained in Hong Kong Saving Despatch No. 736 of 17 June was agreed by us.

From your minute of 30 June it would seem that you will not agree with the views expressed by Mr. England on picketing.
5. I should be grateful for your comments on Mr. England's Memorandum. Possibly you would let us have your ideas on a draft reply for Mr. Godber.
