Thank you for your letter or 13 September to Joseph Godber about amendments to the Hong Kong Trade Union Registration Ordinance.
Since I am responsible for Hong Kong affairs I am writing to say that the proposed amendments and Mr. England's memorandum require, as I am sure you understand, detailed study before we can express an opinion. Our Overseas Labour Adviser and legal advisers are now going into the matter and I hope to be able to give you our views fairly soon.
