Mr. Peter Blaker, M.P. has sent a letter to Mr. Royle asking for comments on the Financial Times article of 25 September about Trade Union legislation in Hong Kong.

2. The relative file (HKK.5/14) is at present with the Overseas Labour Adviser but, to save time, I have drafted a reply for Kr. Royle to send to Mr. Blaker based on Hong Kong telegram No. 664.
