I took the opportunity of looking at some of the back papers on this file and I note from (58) that the 'Far Eastern Economic Review' reports that there are signs that 'the labour force is becoming disturbed by the Government's decision' to ease the restrictions on night work by women. This is in line with information I have had from the Commissioner of Labour that the two factories which have received authorisations from him are having difficulties in recruiting workers.

More important, however, is our Saving Despatch at (61) sending out a copy of the Vauxhall agreement. This seems to me to be dangerously misleading and ought, I thi.k, to have been seen by me or my Deputy before being despatched.

Vauxhalls work a two-shift system and women are not required to work after 10 p.m. A two-shift system of this kind can be authorised under the Factories Act 1961 by the Minister subject to specified conditions and after the consent of the majority of the workers has been obtained by secret ballot. Thereafter women can be required to work on either shift, subject to final approval of the Factory Inspectorate.
