I June 1971, the Factory Inspectorate team should be briefed to refer to the matter during it's forthcoming visit to Hong Kong,

As you will have seen from other papers, ODM are waiting for DEP. to come up with the names and details of the team of experts. When thing is known, ODM will be able to complete the costing for this team.

I believe that there is no legal requirement in Hong Kong for the payment of more than normal rates of hay for working overtime but that it is for ingotiation between employer and employee.

When I made my original proposal on 19 January we had not at that time agreed on a visit by a group of factory inspectors and I agree that this is a matter that they might be briefed to look into, with particular reference to the effectivness of inspection now that overtime has become so wide- spread. They could also be asked to look into the incidence of regular overtime working which if at all widespread would make nonsense of the much bruited reduction of hours for women and young

persons.
