forward was that the labour courts which it is proposed to establish should have jurisdiction to deal with allegations of unfair dismissal, but he subsequently accepted the Commissioner's view that it is preferable to establish these courts in the non-controversial field of claims as of right under contracts of employment or statutes.

You are aware from my telegram No. 386 dated 16th June that Mr. Gibson was involved in a dispute at the Great Eastern Textiles Factory during his visit. The dispute appears to have been settled amicably and ten factory workers who were arrested by the Police for obstruction subsequently pleaded guilty and were placed on a six- month good behaviour bond of $100. The Union concerned, the Cotton Industry Workers General Union, although regarded here as one of the most efficient right wing unions in the Colony, did not behave in a particularly balanced or effective manner in this dispute. As a result we understand that Mr. Gibson advised its Executive Committee to cut its connections with the Nationalist regime in Taiwan. It is unlikely that this advice will be heeded. Following an incident during the dispute the Union sent a petition to the Govemor alleging that the Police used excessive force against strikers. This has been investigated and it has been concluded that no grounds exist for the complaint.
