Brief for Mr. Anthony Royle's Meeting

with a Trade Union Delegation about

Labour Conditions in Hong Kong.

Two trade union officials, Mr. H.L. Gibson of the National

Union of Hosiery and Knitwear Workers and Mr. J. Greenhalgh

of the International Textile and Garment Workers' Federation,

will be seeing the Parliamentary Under-Secretary on 1 October

at 10.30 a.m. to discuss the attitude and policy of the Hong

Kong Government to trade union organisation and other labour

matters.

Background

2. The meeting has been arranged at the request of Mr. Gibson

who wrote to the Secretary of State on 21 July following his

visit to Hong Kong. The National Union of Hosiery and Knitwear

Workers represented by Mr. Gibson is affiliated to the Inter-

national Textile and Garment Workers' Federation of which the

Secretary is Mr. Greenhalgh. Mr. Leong Fook Kee represents the

Federation in Hong Kong. He has done what he can to strengthen

the local non-communist textile unions but has not been very

successful. The Association of Scientific Technical and

Managerial Staffs represented by Mr. Clive Jenkins has formed

a branch in Hong Kong which is registered as a trade union. He

would have accompanied the delegation but he is cut of the

country at present_7.
