HEARTY congratulations to the magis- trate, Mr C. J. Millar, who yesterday spoke oat strongly against the "sanctimonious symbolism" of Hongkong's laws against employing children in industry.

Time and again it has been pointed ont how silly the present situation is; it allows a child to end his schooling at the age of 12 but debars him from industrial employment until he is 14.

Yet nothing has been done to rectify this anomoly, except to seek refuge in the letter of the law a law which is all too imperfectly enforced.

The narrow view that so often char- acterises decisions made by this Administration was happily not taken by Mr Millar, who stressed that the law must deal not merely with what the statutes say but also what they

mean.

Iis approach puts the inadequacy of the child labour laws into perspective, something; that the Labour Department and Covernment as a whole have failed to do.

There are remedies available, as there al- ways have been, but for some obscure reason they have never been tried. It is time for more than empty promises.

The more that people like Mr Millar can do to prod officialdom into action the better. Pre- vious pleas have been ignored; indeed, the Labour Department is notoriously insensitive to criticism and pursues its own chosen course at its own speed (if that is the word for the lethargic dawdle at which it usually moves). Mr Millar's criticism deserves to be answer- cd publicly by the Commissioner, The ball im in Mr Hetherington's court. The question is: Is he still in the game?

THIS week a 21-year-old Toronto Bookkeeper, Miss Stallan, has been crowned "Miss Nude World" in Aurora, Ontario.

Coming second and third in thin somewhat parochial beauty competition were Miss A. Greef and Miss B. Uldrickn; the runners-up were Miss Ofner, Misi Neuberg and Miss Oyler.

According to an agency report, the winner "sat in photographers' light, blinking back the tears and wearing only a crown, high-heeled sho0s and a thin sash reading: Miss Nude World.”

She was awarded a trophy, an air- trip to Florida for two and a pet monkey. It was not apparent, from the news report, whether or not one of the air- tickets was intended for a friend or for the monkey.

Pottle read this story aloud ono evening and then commented: "I think that's heaven!" which seemed an odd re- mark for him to make.

(Until then I had always supposed Pottle's idea of heaven, to use a familiar quotation, was eating pates de foie gras to the sound of trumpets.)
