A meeting was held fat the Foreign Commonwealth Office on 17 March at the requent of of Mr. Fulbench of Chuted Trealih Factory Workers' Association to discuss the
visit of the mission to Hong Kong in September 1969.
Present at the meeting were:-

After expressing their vices on various matters concerning labour Conditions, the Chuon representatives beve 15th by hand Shepherd that:.
a) He would be ready to convides
any proposal put to him by them for covert help to non-comment trade unions but the initiation would have to Come from the hade unions
b) Although the Hong Kong Government had a
