4. Since we have had an explanation, and not pursued it on any ground for over four months, I have not included a specific request to Hong Kong in the draft Saving Despatch on HKK5/3 >
I have done this on the assumption that we have no need at this stage formally to report to Lord Shepherd but you may be able on an appropriate occasion in the next few weeks to tell him that
we have received an explanation, and while you or he may not find it wholly acceptable, it is
perhaps better to bear in mind what the incident
reveals of the Commissioner of Labour's attitudes
for future situations, rather than to resurrect
it now.
