In this connection it is considered:

(a) Steps should be taken to strengthen the Factory

for which application to employ women at night is

made, and conditions brought up to standard before

the Commissioner of Labour gives approval.

(a) Careful reinspections should be made subsequently,

in particular during night hours.

I would ask you to take account of the points at (b)-(d) above

when determining the conditions under which selective exemptions.

5. As regards (a), I understand that in duscussions here in

November you agreed that an early visit by one or more UK experts to advise on strengthening the Factory Inspectorate would be desirable. This must, in my view, be regarded as a very necessary measure in the context of the proposed relaxations, to be under- taken as soon as possible.
