I should be grateful if you would look at Mr. Foggon's minute about the overtime being worked in Hong Kong by women and young persons and at the draft reply which I propose to send. Whether Mr. Foggon is right, or not, that there is an "Unchecked upward rise", it seems to me that we are on very weak ground to tackle Hong Kong as he suggests.
