Dr. Chung spoke as he did, I think, under pressure from other industrialists not aware of the situation, and not from any real hostility on this particular point. But there is nevertheless no doubt of the general sensitivity here to anything which could be construed as outside direction: and

in saying what he did on this he was voicing, as I think you know, a fairly wide-spread sentiment.
