We would welcome this, and advice on the overall labour and factory inspectorate organisation; in the narrow context of night work for women alone, it is, in fact, scarcely necessary. Hetherington has already written to Foggon demi-officially to confirm this.

I should add, with reference to some

of Dr. Chung's other remarks, that Dr. Chung was I am sure aware of the true position as regards your desire to see the rest days introduced before night work was allowed, since you explained them verbally to Sir Cho-yiu Kwan, at least, when he was last in London. Dr. Chung spoke as he did, I think, under pressure from other industrialists not aware of the situation, and not from any real hostility on this particular point. But there is nevertheless no doubt of the general sensitivity here to anything which could be construed as outside direction: and

in saying what he did on this he was voicing, as I think you know, a fairly wide-spread sentiment.
