On 13th March Michael Wilford wrote to Peter Hudson asking for authority to send one copy each of K(69) 1 and K(70) 1,about the long term study on Hong Kong, to the Governor of Hong Kong for his personal retention. Wilford said that this request has the Secretary of State's approval.
In principle I should very much like to give the Governor all the help we can for the reasons indicated in Wilford's letter. On the other hand there are, as you know, very strict rules against the despatch of sensitive paper outside the United Kingdom; and, although we do on occasion waive these rules, we always try to weigh the advantages against the risks pretty carefully. In the case of material which is as sensitive as the two documents now in question, I am not at all sure which way the balance really inclines; and before reaching a decision I should be grateful to know that you have yourself considered the matter and endorse the proposal. And I should perhaps add that, even if we do agree to let the Governor have these documents, K(69) 1 will have to be amended in the ordinary way by the removal of the Foreign and Commonwealth Secretary's cover note; and we should very much prefer not to send K(70) 1 at all but to let the Governor have its substance in the form of a letter.
