Hong Kong Long-Term Study
I very much hope (and so do Sir L. Monson and
Mr. Laird) that the Cabinet Office can be induced to
agree that the Governor of Hong Kong should have his
own copy of the "Long Term Study". The case is clearly
set out in Mr. Wilford's letter to Mr. Hudson of March 13
of which I now attach a copy. A major part of the
responsibility for giving effect to the policies set
out in the paper will fall upon the Governor and he will
need to refresh his memory periodically on what it is the
paper actually says. There would be no difficulty
about removing the Secretary of State's cover note to
K(69)1 and I imagine that it would be perfectly possible
to put the substance of K(70)1 in the form of a letter to
the Governor.
