the Hong Kong is "backed" or "guaranteed" by sterling?

11. Why is education in Hong Kong so underdeveloped compared,

for example, with Singapore?

12. How long can we expect to go on having no revolting students,

no widespread feeling that authority is nearly always wrong,

etc.?

13. Why not legalise most types of gambling and free the police

from a heavy burden?

14. Should Hong Kong move towards a more liberal view on

homosexuality, pornography, death penalty, flogging, abortion,

censorship?

15. Are the hawkers really a serious problem, apart from their

obvious nuisance to traffic? If they are, can the Hong Kong

Government not solve the problem by spending money on new

market sites?

16. Has Hong Kong anything to learn on the "anti-pollution" front,

e.g. in preserving the beaches and islands?

17. Is the Colonial Secretariat a useful organ? Would it be

better to break it up with the idea of giving Departments

more direct responsibility and access to the decision-taking

bodies?
