Mr. Wilford

In his despatch of 1 August the Governor has put

forward proposals for certain amendments to the Letters

Patent and Royal Instructions of Hong Kong.

2. I have commented on the proposals in the attached minute addressed to the legal Advisers who see no objection to themproposalsy

The Governor's suggestions are, in fact, very minor

ones on the whole and the only one of any real interest is his suggested amendment to Article XV of the Letters

Patent. I have already mentioned to you my surmise as

to the reason for this suggestion.

4. I am now submitting these papers for your approval

to go ahead with the necessary submission to The Queen in

Council.
