Please see the attached draft note which is intended to cover the submission to the Privy Council of certain amendments to the Hong Kong Letters Patent and Royal Instructions which have been proposed by 'the Governor in his despatch of 1 August. Copies of the proof prints of the proposed amendments are also attached, together with copies of the existing Letters Patent and Royal Instructions.
2. The amendments, all of which are minor ones with no political or constitutional significance, have been cleared with the Legal Advisers and with Mr. Wilford. The next step is for the proposed amendments to be approved by Mr. Royle: thereafter the papers should go to the Legal Executive Branch who will take the further action required for submission to the Privy Council.

In his despatch No.900 of 1 August the Governor of Hong Kong has proposed that certain minor amendments be made both to the Royal Instructions and also to the Letters Patent. The amendments have no political or constitutional significance. They have been examined by the legal advisers who agree that they should be submitted to Her Majesty in Council. Prints of the proposed Hong Kong Letters Patent 1970 and of the Hong Kong Additional Instructions 1970 are attached. The Hong Kong Letters Patent 1917-1967 and the Hong Kong Royal Instructions 1917-1967 are also attached. Mr. Wilford has agreed that Mr. Royle be advised to approve the submission of these documents to the Privy Council. A Note is attached explaining the purposes of the various amendments for use by the Minister who introduces these proposals to the Privy Council.
