since it was here the remaining problem lay. It
was agreed to aim for at least an interim report
by the Housing Board to be available in a couple of
months time.
6.
Ombudsman
I agreed with the Governor that we should see
how the experiment of strengthening the Office of
Unofficial Members of the Executive and Legislative
Councils developed over the next nine months. We
will then look at the question again, with a view to
establishing an Ombudsman (or Commissioner for
Administration) if the U.M.E.L.C.0. Office was not
proving to be successful in tackling all the
grievances submitted to it.
7. Local Government
Proposals for reforming the Urban Council have
been hanging fire for a long time. I told the
Governor that it was time decisions were reached.
He
now expects proposals to be put to his Executive
Council during the next six weeks,
