You will recollect Mr. Heath's concern
over squatters, mentioned while here and conveyed
to us recently by the Secretary of State.

Mr. Royle has raised this with me again and
has asked if we could not do something more about
them: in spite of the fact that our whole corpus
of argument on this general problem is accepted as
valid.

In discussion, two preliminary points emerged:
(a) it is accepted that squatters on Crown
Land not required for development are the ones
Others will be resettled
primarily in question.
in due course anyway:
(b) if the problem is to be looked at again, it
is for the Housing Board to do so rather than any
other special body.
I said there might be two possible approaches:
(a) Accept as a very major change of policy that
all squatters would be resettled. On this there
were the following difficulties:-
(i)
Clearance and resettlement is
compulsory, and it is distasteful to use such
powers for other than a public purpose.
