1. At the meeting in Leslie Monson's room on 12 January I was asked to obtain an opinion from our Medical Advisers about Hugh Norman-Walker's medical fitness to continue to serve in his present appointment or for
James any other senior appointment for which he might be considered. Liston, our Medical Adviser, has now given the following opinion:
"It is quite impossible for anybody to predict with certainty the médical future of Sir Hugh Norman-Walker, He suffers however from high blood pressure and even although this is normally controlled, it must be accepted that he is a greater risk than a person with- out this condition. How much greater this risk may be is impossible to specify. Nonetheless as his blood pressure can be controlled by medicaments, and if as advised by his medical attendants he controls his weight, I certainly think he is fit to continue in his present appointment. I believe too that he should in these circumstances be able to carry out the full duties of Governor of Hong Kong or, indeed, any other governorship, and I should think there is a very good chance that he could serve the normal term without untoward medical incident."
2. I explained to Dr Liston that if necessary his opinion might be sub- mitted to the Board on Higher Appointments and it has therefore been provided in that context.
