2. One difficulty which I have in dealing with these affairs is the lack of any organisation or even registry for handling the papers. No doubt this will be put right

when we work out the details of the proposals now under

consideration for Personnel Department to take over the

procedures for the appointment of Colonial Governors; and

if and when we also arrange to shift the responsibility for

the provision of Administrative Officers in dependencies to

the FCO.

our discussioni

Shortly after Xmas, I spoke to Mr. Rolfe about obtaining

a medical report on

Sur H.

Norman- Walker. After consultation with Dr. Liston he said that one would be

provided personal and interim assessment in the available medical information and in the

on the basis that it was

a

strectly

absence of any medical reports from Hong Kong.

I heard nothing more.
