Visit of Sir Hugh Norman-Walker,
Colonial Secretary, Hong Kong
I submit a self-explanatory reply to Hong Kong telegram No.159 (attached). Mr. Murray (FED) concurs
in its terms.

It is not altogether clear from the information available to me why Sir Hugh Norman-Walker's visit cannot be explained by reference to its true purpose i.e. for a second medical opinion and examination (on 2 April). But we are for the most part content with the Governor's proposed cover story.
Mr. Barrington may wish to comment on that part of the reply rejecting the Governor's suggestion that the visit might be publicly presented as being made at the Secretary of State's request.
