Visit of Sir Hugh Norman-Walker,

Colonial Secretary, Hong Kong

Sir Hugh Norman-Walker will be visiting the UK from 28 March to 5 April. The purpose of his visit is for medical examination by the consulting physician, but I understand that it is advisable to avoid giving this reason by way of public explanation.

2. The Governor's proposed cover story is set out in Hong Kong telegram No.159 attached. We have, for the most part, accepted this as you will see from our reply (a copy of the approved draft as issued is attached). Would you please be guided by these exchanges if any interest is shown here after the visit has been announced in Hong Kong.

3. I will let you know what decision is reached about the timing of the announcement in Hong Kong.
