2. I suggest you might reply on the lines of the attached draft.
3. The five Deputy Under-Secretaries I have in mind are Mr. Bottomley, Sir Edward Peck's successor, Sir Con O'Neill, Sir S. Tomlinson and Sir L. Monson. This will at least show the Treasury that we are taking the briefing of Mr. Haddon-Cave seriously and perhaps that we are taking the departure of Sir J. Cowperthwaite as the beginning of a new era.
