It has been agreed in semi-official correspondence that Mr. Charles Philip Haddon-Cave should be appointed Financial Secretary, Hong Kong when Sir John Cowperthwaite retires in April, 1971. I now confirm this appointment and should be grateful if an announcement could be made before Mr.Haddon- Cave comes to London in the autumn.
