I attach a copy of the full programme for Mr. Haddon-Cave. I am also attaching a copy of the announcement of his appointment as Financial Secretary, this was issued on 29 September.

Mr. Haddon-Cave's visit arose out of a suggestion by Sir D. Trench, the Governor of Hong Kong, that it would be useful if he could have short attachments with the Treasury and the Bank of England to broaden his experience, particularly in the monetary field. In the FCO we have arranged for him to see all the senior people who deal with all aspects of the affairs of Hong Kong, and more particularly in fields with which in the past he may not have had much contact.

Mr. Haddon-Cave joined the Colonial Administrative Service in 1952. He has served in Kenya, the Seychelles (as Treasurer and Secretary for Finance) and in Hong Kong. He transferred to Hong Kong in 1962 and most of his time there has been spent in the Commerce and Industry Department and, latterly, in the Financial Secretary's office.
