HADDON-CAVE APPOINTED FINANCIAL SECRETARY DESIGNATE
Sir John Cowperthwaite Retires Next Year

Tho Secretary of State has approved the appointment of Mr. Philip
Haddon-Cave to succeed Sir John Cowperthwaite as Financial Secretary when
Sir John leaves the post on retiremont in the early summer of 1971.
Mr. Haddon-Cave, at presont Deputy Financial Secretary, leaves
for London tomorrow to begin a two months attachement at the Bank of England, the Treasury and a number of other govornment departments, in preparation
for taking up his appointment.
He will return to Hong Kong before the end of November.

Mr. Haddon-Cave leaves Hong Kong by B.O.A.C. Flight BA/937 at 10.30 p.m. tomorrow. Photographers wishing to cover his departure should contact Mr. Osman bin Talip at the Airport Press Room, Kai Tak, at 10 p.m.
