I think that, if we proceed as proposed, it would be only fair to Haddon-Cave that the intention to appoint him Financial Secretary from April 1971 should be publicly announced some time in the autumn. He should not be asked to go on his attachment without such a firm public indication. Would there be any objections to this and will you need any further formal submission on the subject from us?
