Many thanks for your letter of 27 January about

a successor to Cowperthwaite as Financial Secretary

which I found waiting for me on my return from Fiji.

I note that Cowperthwaite has now agreed to stay on

until after the 1971 budget session and that your firm

recommendation for his successor is Haddon-Cave.

that it would be best that the announcement of his

future appointment should be made in the autumn, and in

any case before he attends the period of attachment to

the Treasury and the Bank of England which we hope to

organise. In these circumstances it would seem best

that we should give you formal approval of the appoint-

late ment in at August. Your announcement could then be

made in mid-September.

I confirm that I have every-

thing which I need from you and that no formal submission

is required.
