You will remember that I discussed with you on
19 November the question of the succession to Sir John Cowperthwaite as Financial Secretary Hong Kong. You will see from the attached copy of a letter to Raymond Zell in the Treasury that the Governor has now made a recommendation, which has been accepted, in favour of Philip Haddon-Cave, and that it is proposed that the change-over should take place in April 1971. This will be some months after the change of Governor.

The Governor recommended that Haddon-Cave should spend a while both with the Treasury and with yourselves and I hope that we can count upon your cooperation in this. You will see that what we have suggested is that Bell should
take the opportunity of his forthcoming visit to Hong Kong to discuss the modalities of this with those concerned there.
