Hong Kong Policy Committee Report
Since I dictated the enclosed letter to you, immediately after the Election, circumstances have changed, as you have appointed me Parliamentary Under-Secretary of State for Foreign and Commonwealth Affairs, and the Secretary of State has asked me to take over responsibility for Hong Kong.
I have therefore discussed this Report with the Department, and subject to your approval will put forward recommendations for Hong Kong which will cover a wider range of subjects than those dealt with in the Report. I hope to incorporate these ideas, if agreed by the Secretary of State, in a letter from him to the Governor during the course of the next few weeks. consultation with the Department I am making a parti- cular point of including issues which you felt strongly about on your return from Hong Kong in January, and which there was no time for the Committee to cover in detail.

ave a great deal of time and thought to the problems of Hong Kong during the past months whilst we were in Opposition.
