12. Mr. Royle undertook to let Lord Shepherd see the terms of reference of the Group as soon as they were framed. Lord Shepherd said that he assumed that the Group would be concerned solely with the economic development of Hong Kong and that this should be stressed in any public announcement lest the Chinese should get a wrong impression.
13. In conclusion, Mr. Royle said that he would also like to report personally to the Foreign and Commonwealth Secretary. Lord Shepherd said that he was sure Mr. Stewart would appreciate this; but as he was so hard pressed on so many matters he would probably find it difficult to find time. The Minister of State wondered whether, in the circumstances, it would suffice if he were to send a note of this meeting to the Secretary of State. Mr. Royle said that he would be content at this.
