I met . Derek Riches who is to be the Secretary

of the Working Party that Mr. Heath has set up in the

ROYLE

Conservative Central Office with Mr. Royal as its

Chairman to deal with the problem of Hong Kong.

Mr. Riches is leaving for Hong Kong in about ten day's

time. Unless Lord Shepherd sees any objection, I

think you ought to ask him out to lunch to tell him

about your recent impressions of Hong Kong and of

S+ D. Peking. Mr. Riches assured me that the people in

the Conservative Central Office were very well aware

of the dangers of public statements or the public

expression of views which would damage confidence

in Hong Kong. I told him it was clear during the

Secretary of State's recent visit that the fact

that Mr. Heath had set up this Working Party had

caused a good deal of interest and comment in Hong

Kong.
