It would demonstrate to the young men leaving the universities that there was a part they could play in affecting changes in their own

environment.

It would help to bring new blood into the

Executive and Legislative Councils.

The new Advisory Committees would serve as a

means of sounding public opinion at an early

stage in the formulation of policy.

I agree, however, with Mr. Wilford that it would

not be at all easy to put these ideas to the Governor.

Perhaps the best thing would be to do nothing at

present. If, as I hope, I am able to visit Hong Kong in the autumn, I can see the position on the ground and attempt to judge the need for changes. I would not,

myself, raise any of these issues and if they were

raised by others I would do no more than listen to what

was said. If, after my visit, it seemed to me that

we should pursue these ideas, I could make recommendations

on my return for discussion with Sir D. Trench's

successor.
