There are the usual reservations to the Crown of the power of
disallowance, and of the power to legislate by Order in Council for the peace, order and good government of the Colony.

9. Because the major part of the Colony is held on lease from
China and because China regards the whole Colony as Chinese
territory to be taken back in due course, Hong Kong cannot be
regarded as a candidate for self-government or independence.
