RECORD OF CONVERSATION BETWEEN SIR STANLEY TOMLINSON AND THE CHINESE CHARGE D'AFFAIRES AT 4 P.M. ON 14 OCTOBER 1970.

Sir Stanley Tomlinson began by saying that he had

asked Mr. Ma to come in order to give him a piece of information. The information was that the Hong Kong
Government had decided to release four prisoners on 16
October. (Sir Stanley handed over a list of the names of the four prisoners and the dates on which they were
originally due to be released). Sir Stanley said that
the prisoners were being released on the grounds of
ill-health. He had also been authorised to tell Mr. Ma
that certain other cases were under active consideration.
2. Sir Stanley said that this action by the Hong Kong
Government was welcome to the British Government. The
British Government hoped that it would be accepted by the Chinese Government as an important, positive step in the further improvement of relations. Mr. Ma would be
aware that since 1967 the overwhelming majority of
prisoners serving sentences for offences committed during
the disturbances had been released. With one exception
