RECORD OF CONVERSATION BETWEEN SIR STANLEY TOMLINSON

AND THE CHINESE CHARGÉ D'AFFAIRES

AT 10.30 A.M. ON NOVEMBER 1970

Sir Stanley Tomlinson began by saying that when Mr. Ma had

been to see him on 14 October, he had informed Mr. Ma that the

Hong Kong Government had decided to release four prisoners on

16 October on the grounds of illhealth, a number of years before

the normal completion of their sentences. These releases took

place on 16 October as scheduled.

2. Sir Stanley went on to say that on 14 October he had told

Mr. Ma that other cases were under consideration. He was now

able to tell Mr. Ma that the Hong Kong Government had decided

to release two more prisoners on 6 November. (Their names

were written down on a piece of paper, which Sir Stanley handed

to Mr. Ma.)

3. Sir Stanley said that Mr. Ma would note that one prisoner

was being released two years and three months before the normal

completion of his sentence, while the other was being released

almost three years in advance. Both prisoners were being

released, as before, on the grounds of illhealth. This action

by the Hong Kong Government was welcome to the British
