quarterly return should be submitted, during the first half of the months of January, april, July and October, to the Colonial Secretary, under personal cover by the Commissioner of Prisons. Nil returns are required.

A return should list any prisoner who, in the opinion of the prison medical officer, falls within any of the following four categories

There is a strong possibility that a prisoner will die in prison before the date when he is due for release.

The medical condition of a prisoner, who might otherwise bec me critically ill, would be sub- stantially improved if he were to receive medical treatment outside prison.

A prisoner is so sick or disabled, or in such continuing pain, that imprisonment imposes an unusually severe burden on hi and creates a significant extra problem of supervision and care on the prison authorities.

The medical condition of a prisoner is of such a pitiable nature as to justify release on humanitarian grounds.

Particulars of the prisoner's crime, nis sentence and the probable date of his release in the normal course should be given in all cases.

The Comissioner of Prisons should state whether or not he recommends that the Governor should exercise his power to remit the sentence of each prisoner on the list taking into account the medical history, social background and prison conduct of the prisoner and such other factors as he may consider relevant.

The return should be accompanied by a sufficiently detailed medical report to enable the Governor to decide whether or not any remission of sentence is justified on medical grounds.

The returns required by this instruction are in addition to such other returns or reports as may be required by the Prisons Rules.
