I attach below a paper on Sino-British Relations written by Mr. Murray before he left Far Eastern Department. that one of the conclusions (paragraph 2(a)) was that the Secretary of State agreed that during his visit to Hong Kong he would in private conversation with the Governor express the hope that the Governor would feel able to keep the position of the (1967/68) prisoners under review and to examine whether the small gesture of a premature release could not from time to time be made
