Permanent Under-Secretary's Department have mentioned

to Mr. Royle the possible release of sick prisoners in

Hong Kong. Mr. Royle has asked to see the file; this

is attached below.

2. Action rests with my letter of 21 August to Mr. Howells,

the Assistant Political Adviser, Hong Kong, asking him

whether any of the sick prisoners mentioned by the Chinese

qualify for release on medical grounds.
