I am afraid I have written on this subject at inordinate length both here and in my letter of 5th June. I only hope that you will think it worthwhile my having made detailed recommendations in the present circumstances. Hugh Norman-Walker can no doubt fill out on any queries you may have and I am sending a copy of this letter to him in case you wish to raise anything with him. The effect of my proposals is, of course, that a third of the Unofficial Membership of Legislative Council will change on this occasion, even if the change in Executive Council will be minimal. I do not think we can do anything more radical in the circumstances.

May I now have your views on these ideas; but in particular, for the reasons referred to in my telegram No. 349, may I have your approval as soon as is conveniently possible, preferably by telegram, for the Executive Council appointments I propose.
