official membership of the Legislative Council in about September, 1970. What I have in mind is that Rowe should then relinquish his seat in the Legislative Council and that Mr. Paul Tsui Ka-cheung should be appointed in his place, concurrent with taking over the Resettlement Department. Mr. Tsui is the most senior Chinese officer in the Administrative Service here and he has already served on both Councils for considerable periods whilst acting as Secretary for Home Affairs. I consider that it would be appropriate to bring him onto the Legislative Council both as an individual and also as the head of a department of very considerable importance which has not previously been represented there.

Unofficial Members I have gone through the usual painful process of trying to induce a number of members to leave Council voluntarily and thus save the customary bitter feelings so far as is possible. As usual, I have had minimal success; and only Tse Yu-chuen and K. Watson have indicated their desire to retire. I recommend that both retire accordingly. I now deal with the remainder.

Y.K. Kan He is the most effective 'leader' of the Unofficials we have yet had and has responded well to my desire to have more active debating, etc., in the Chamber. Strong minded and wilful in some ways, he is nevertheless highly intelligent and helpful in others. I should miss him greatly and I recommend he be re-appointed: although he has indicated that he would wish to retire quite soon (he is gradually shedding himself of his various responsibilities public and private) and would probably not consent to any further re-appointment even if he were asked to do so. He may indeed ask to be allowed to retire before this present period of appointment is up.
