I have the honour to inform you that, following receipt of your despatch No. HKK. 1/11 of 17th September 1970, I have appointed Mr. J. Cater, M.B.E., J. P., to be an Official Member of the Legislative Council on a definitive basis from 1st October 1970 to 30th June 1971.

The provisional appointment of Mr. D. H. Jordan notified in my despatch No. 853 of 18th July 1970 terminated with effect from 24th September 1970 consequent upon Mr. Cater's provisional appointment notified in my despatch No.1071 of 22nd September 1970.

Copies of the Instrument of Appointment in respect of Mr. Cater's definitive appointment and of the Gazette Notice promulgating his appointment are attached.
