Department on new appointments to the

Legislative Council,

a note, also by the Head of the Department,

summarising the state of play in

correspondence we have been having

with the Governor about widening the

field of selection for such appointments.

Mr. Wilford and myself have both endorsed Mr. Laird's

recommendations and added some comments of our own. In brief,

our recommendations are that we should accept the Governor's

recommendations for appointment for a term ending in

December 1971 and that we should continue to explore with

the Governor the possibility of widening the field of

selection with a view to giving guidance on this to his

successor, to whom it would fall to make the recommendations

for appointments after December 1971.
