I do not know whether you have given
any thought to the manner of person whom
you would wish to appoint as your
Parliamentary Commissioner.
In the case
of Guyana, their Ombudsman is a Chinese
Q.C. who was formerly their Director of
Public Prosecutions.
Mauritius have
recruited an expert in the form of a
Swedish judge. Our view is that in the
case of Hong Kong it would be best to
look for a British barrister for the
post which, we think would need to carry
a salary on a par with either that of the
Colonial Secretary or the Chief Justice.
The Parliamentary Under-Secretary
will undoubtedly wish to discuss this
matter with you when he visits Hong Kong
next month. In his letter of 3 August the
