which a Commissioner would have to turn down out of hand. The system which we are trying out does not suffer from these disadvantages to anything like the same degree.

Finally, on the practical side, the difficulties of finding someone suitable to perform these duties would be very great indeed: we have even had the greatest difficulty in finding a suitable Secretary for the UMELCO office, a much easier position to fill although requiring similar abilities on`a lower plane.

Nevertheless, this is a proposal which we shall continue to keep in mind, if we find that the re-organized and reinforced UMELCO office does not provide the even better solution we expect of it.

I would much appreciate an opportunity to expand on these problems and related matters further when I return to the United Kingdom this autumn, if you could possibly spare the time to see me. difficult to explain complex matters adequately in correspondence, and I must warn that even this over- long letter covers the ground only sketchily.
