What staff have you got?

The work load has been entirely

covered by myself, two executive

officers and one good clerk

acting as a liaison officer.

(Note: In addition there are four

clerks and two typists on routine

duties). It has been a very onerous

task to get this scheme off the

ground so quickly with such a small

office staff. I mention this only

so as to emphasise that we must

increase our staff very rapidly

if we are to keep pace with require-

ments.

Any difficulty in getting extra

staff:

Not yet.

But I am worried in case

the scheme develops more quickly

than it is possible to match with

increased staff. Only a small

fraction of the thousands of

complaints which must exist among

the crowded population in Hong Kong

reach us at present. This is

largely due to the well known

Chinese unwillingness to come

forward with complaints. Those

who do come forward can, of course,
